* lisp/ob.el (org-babel-params-from-buffer): Removing #+BABEL: lines
  in favor of general #+PROPERTIES: lines.

* doc/org.texi (Buffer-wide header arguments): Removing documentation
  of the defunct #+BABEL: structure.
