ox-texinfo: Delegate "info" links handling to "org-info.el"

* lisp/org-info.el (org-info-export): Handle links when exporting to
  "texinfo" back-end.
* lisp/ox-texinfo.el (org-texinfo-link): Delegate "info" links
  handling to the function above.
