org-odt: Emit OD compatible date string in the default case

* contrib/lisp/org-odt.el (org-odt-format-date): New
(org-odt-update-meta-file): Use the above routine

Knocks off an error reported by
http://tools.services.openoffice.org/odfvalidator/
