org-element: Fix parsing of orphaned keyword at the end of an element

* lisp/org-element.el (org-element--current-element): Add a limit
  argument.
(org-element--collect-affiliated-keywords): Fix parsing of orphaned
keyword at the end of an element.
* testing/lisp/test-org-element.el: Add test.
