ox-latex: Add :options attribute to special blocks to specify options

* lisp/ox-latex.el (org-latex-special-block): Add :options attribute
  to special blocks to specify options.

With this patch, the following is now possible (again):

  #+attr_latex: :options [Someone]
  #+begin_theorem
  Something
  #+end_theorem
