org-element: Fix ill-defined keywords parsing

* contrib/lisp/org-element.el (org-element-comment-parser):
  Ill-defined keywords (without the colons) are treated as comments.
(org-element-comment-interpreter): Apply changes to lexer.
* testing/lisp/test-org-element.el: Add test.
