Funny enough, I noticed this too last week, so I whipped up this patch.
It inserts the range when start date is the same as the end date. Please
test (it's still young) && include in Org if you so please.

Having a "Version" header forced us to update every file when releasing a
new version of Org; it also forced us to update every file when merging Org
with Emacs trunk, thus cluttering the diffs between the previously merged
version and the new one with useless information.
